Interesting, thank you. The VIZ translation says ten times but some translations and dictionaries say 数十 is tens of times/dozens so I wonder where the dissonance is coming from

Tens of times or dozens/dozen of times is technically right. The prefix of 数 by itself would usually mean something like a number of, a few, several, or simply refer to an amount/quantity of something. And the kanji for 十 is simply ten.
By what the dictionaries put, it can mean dozens to I presume referring to something more than ten so my translation in another would probably (or could, grammatically speaking) "...but now his chakra has gone up a dozen-folds..." or something. It's important to consider the 倍 part, which means something doubling or a fold of something.
