Prove it. Saitama did the Jupiter feat while massively stronger and him beating a moon level feat with a squirt gun is not contradictory to Boros forcing Saitama to use SP.

He then went to evolve leagues above by growing alongside Platinum Sperm and damaging Sage Centipede, who scales a one shot level above Psykorochi. exhaustion has nothing to do with the AP of an attack, nor does the target of the attack. By that logic Gaia Cannon would have also destroyed the Earth but, surprise suprise, it didn't.
Without a solid scaling behind it, yes, it is absolutely needed.

We can't use a hype statement from a website for the anime that was made before the considerable rewrites and redraws of the power levels of Orochi and his forms.
Besides, for all the hype he gets, Rover only notable feats are durability ones and it's never implied he is stronger than Gouketsu

Orochi immediately assumes Saitama is the one who killed Gouketsu and Elder Centipede after he sees Rover being afraid of him. And that's after Saitama had already chopped Orochi's dragon arms off, so that tells you something.
The thing is people think Rover has a set AP. He doesn't. He can literally spam blasts or put more energy into them by charging the blasts. He goes from barely damaging Half Monster Garou to being a genuine threat to Bomb, who faced Garou on equal terms. That Garou Bomb faced (Bomb being heavily weakened by giving away his power to Fubuki) was many levels above the one who fought Rover. He literally adapted to Rover, Gyoro Gyoro, Orochi, and Darkshine before facing Bomb. There's clearly a huge misconception on Rover's strength. The only set thing is his durability.

anyways Rover does seem more so indestructible than all powerful, considering cross fang dragon slayer fist did very little to him which puts him >>> Elder Centipede durability, but his charged energy blasts weren't really able to kill half monster garou who was much weaker than bomb at that point
although given Rover's heat blasting, he'd still most likely be able to put down a gouketsu level opponent without resistance

That's where I disagree. Rover charged his blast against Bang and Bomb more than he did against Garou. Not only did it engulf a larger number of stories, but we can also see that Rover had been charging that blast before appearing behind Bang and Bomb, so for all we know this could (and is) just be his strongest most charged blast so far.

Lets start this talking about espers' weakness mentioned by Gale Wind. As mentioned by the latter, an esper's weakness is basically his/her reaction speed. And we have discussed already about the possibility of Tatsumaki having ''passive shields'' so she wouldn't just get blitzed by any faster...
