Pretty sure there are multiple instances where Garou says his actions were of his own will. There's also several bits of internal monologue to further suggest that he was staying on Earth(therefore passively destroying it) due to his goal to become Absolute Evil.
His philosophy is stupid anyway tho.

Only partially, so a portion of that was still his own free will. Most of chapter 166 suggests that he was still mostly in his right mind.
This is all personal, so don't come responding to it with debunks or whatever since it's ultimately subjective and I don't want to get into a debate. Just my opinion on Garou's character, and I may not understand everything since I'm not a big OPM fan.
The very idea of becoming some sort of "Absolute Evil" which will in turn somehow stop humanity from performing misdeeds makes no legitimate sense to me. I can get trying to get humanity to unite against a common enemy but that doesn't like, stop misdeeds or unfairness from happening. Becoming some ultimate symbol of fear and death ultimately does just that, turn humanity into fear and disarray which in the end kinda just, ***** up people's lives, family's, etc. Your not really helping anybody in the end. Because like, in a war you can get countries to ally with each other and stop fighting to unite against a common enemy, but that's only temporary, in the end once the enemy is defeated the united countries don't like, permanently stay friends or something. They don't permanently stop committing misdeeds against each other forever once the threat is gone. And Garou contradicts himself in that, before he became Cosmic Garou, he did a lot more good than harm with defeating villains and saving people's lives, so ultimately, he was just subconsciously contradicting his goals. What sprung on his goal to became Absolute Evil was pretty braindead as well tbh. He got bullied as a child so now he assaults people and tries to become a villain. That's such a lame ass backstory. And he wants to **** his mom.
