No. The Speed Force is way above his paygrade. He could probably copy the speed of a Speed Force user as long as they aren't traveling through time, though.

Are there currently plans to add Extrasensory Perception to Blast's profile? It seems like the revisions have mostly finished (Maybe I'm mistaken), and he doesn't have it, although he has shown the ability to sense power/energy a couple times.

I don't think Garou can just recreate the accident Barry did when he got the speed force in the middle of a fight, nor would he even know, that or the speedforce would have to actively choose Garou as a bearer of the speedforce, something that's unlikely.

anyways I don't even remember what accident happened to give barry speedforce, but if there's some method in which garou could achieve it without being chosen then there's a chance he'd be able to use his knowledge (given by the convenient cosmic awareness of how the speedforce would work) to recreate something to the same effect

The entirety of the speed force is a multiversal energy system, yes, but Garou wouldn't need to copy it in it's entirety in order to use it. Speedsters aren't running around using the power of the whole speed force, only portions of it.
