Lizard is still taken from during the events of The Amazing Spider-Man, prior to him being cured (Depending on when, it'll create massive changes to the story). Just by going to an alternate universe already makes him a variant of his original universe counterpart. Sandman comes from the future, personally, I like to believe he comes from the same universe/time as Tobey (Mostly due to the line "Peter, its me! Flint Marko! You Remember?" implying to that it's been some since Peter and Marko have seen each, 22 years seems like a decently long time to forget someone's name.

Experience events like what? Because they face nothing different in their timeline up until the very end of NWH. So really, they only become variants after NWH comes to its climax because the Spider-Men change their foes' fates.

Pretty much. They are pretty much the original versions until their fates are changed. So if the foes were sent back by Strange without being fixed, they'd die just like we were shown in the movie.
When the hell did Norman Osborn travel to a different universe in the first Spider-Man? Most've been watching a different version of the movie. They're played by the same actors as the original and have the same powers and abilities. But the second they traveled to a different universe, they became variants.
Cool, Venom becomes a variant too then, and so does the other two Spideys despite the script, Marvel themselves and the official twitter saying otherwise.
