Personally I’m just curious why GBE isn’t being used, I couldn’t find anything in our BH page that discusses GBE in creating BHs.

The final fight of OPM wont be Saitama vs GOD, but rather Blast opening a gate to another dimension as thanks to Saitama, and saying "There's a certain someone i'd like you to meet".
Then out of the gate walks webcomic Saitama with a deadpan poorly drawn expression as both Saitama's stare at each other and say "I'm not sure, this guy looks like a weakling..." They look at each other angry and the fight starts, and for the first time they both have fun.

Hard to say, since it involves different mechanics from simple Ki control and martial art technique. If you considering Garou's extraordinary growth speed ( did most of his explosive growth in a few days, including surpassing Bang and Bomb ).
Probably a few years, since he'd have to learn ki control from base and then master god ki wich is layers more difficult. Maturity and experience would also help. I'd say if he started trying now and had the proper stimulus and teacher then about 5 years.
If he had to do it by himself from scratch, without any aort of guidance i think he wouldn't achieve it by himself until he's 50 or so. Assuming he never burns out from Martial arts training and meditation.

Well, he has a bit of experience with Instinctive Reaction techniques (WSRF), and can already sense people based on their intention (He sensed the hostile intention of A-Class heroes when they came after him), so Ki shouldn't be that difficult to master for him.
I think he could easily develop at least a Roshi-like Ultra Instinct Sign

Ultra Instinct is a martial arts technique. All he would need to do to master Ultra Instinct is discipline himself in the same way Goku and the Angels have.
The Ultra Instinct transformation that Goku uses is a trait unique to Goku.
