Tbh, I feel like we should do that as a whole, have a stat specifically for what their standard hitting power is, since it's not really realistic to think a character's always going to be hitting at their strongest level of attacks

That is not what we did for Marvel, we gave some characters tiers for when they’re holding back. We didn’t give them multiple tiers because of inconsistency.

I would say Garou's GRB not being as large as a real GRB is probably because Garou chose to make the attack more concentrated.

If he copied just the skill... that's kinda lame, breaks my suspension of disbelief, since Garou himself said Saitama's technique is amateurish so copying it is pointless and improving it quite unecessary too.
He already could almost perfectly copy master martial artists and combine their martial arts into one, and Saitama here is literally just punching fast.
I guess the borrow power from nature through his "modes" means he gets to copy the stats of said character partially too.
