Garou technically did replicate 100% of the strength of what Saitama outputted so Garou is basically canceling out the energy.

But he hasn't SEEN Saitama's full strength is the thing. Garou has copied Saitama's displayed strength. There's no telling what would happen if Saitama got serious. I doubt Garou could still keep up, but there's no guarantee.

And don't forget about Blast's group. While Saitama is away doing something, Blast or one of his teammates could appear to help the S-Class or something. If they scale to this Garou, Blast's group is ******* strong.

A much, much, much, much, much lesser version. But yes he used the same energy that Garou is using. It's been heavily implied throughout the series that God grants the ability to use energy projection, energy which he supplies directly, to his followers. Probably Vaccine Man, HE, and then Psykorochi. Now Garou has it, but on a higher scale than HE, and probably Psykorochi as well.

It's just another manga and webcomic difference. In the webcomic he was thanking Saitama for giving him the push Garou needed to become Absolute Evil. In the manga, it was God who did so.
