As Whis explained Goku did not instinctively use it. He fell into the attack and the resistance between his body ki and the energies of the spirit bomb allowed him to break through his prior limits. I don't understand why you believe this was skill applicable and anything more than a lucky coincidence it was depicted of being.

Only because it's clearly AP related...as in "step into the realm of the gods, no?" Practically it just allows Goku to dodge attacks instinctively. Something Garou has superior feats to...since you know, Goku was clearly conscious while actually using it.

This is untrue, it was done unconsciously. Correct, the clash of energy was what caused his body to break it's limits. That is because it was going to kill Goku, who was clearly unconscious as his eyes are whitened, he was falling, and after achieving the form, he had no clue what was happening to his body. It prevented that by using the spirit bomb energy as a catalyst and learning a technique that the gods of destruction cannot attain easily and it was not depicted as some coincidence at all.
No it's not AP related. Ultra instinct cannot be attained by the GoDs who are master martial artist with hundreds of millions of years of experience.

Mori Jin comes from a verse where the fodder of the fodder would be a character who practiced a certain martial art in a much more martial arts centric world than ours from a young age, was considered a genius among other disciples and became a regional champion. That's the kind of guy Jin Mori is casually stomping in the first episode. Everyone that comes later is massively more skilled and has a very ample skill chain.
After that he learns stuff like Heavenly acupunture techniques that target on a sub cellular level that can heal and inflict wounds that a machine capable of healing on a cellular level is unable to affect. Also, he can use it on himself to achieve effects like a 250.000x amp.
His Renewal Taekwondo is said to be an extremely complex martial art wich is a superhumanly refined version of taekwondo that can legit cause someone to explode if they try to copy his movements and use them on the same level as him, he has enough mastery with the shockwaves it causes to instantly knock out people comparable to him by creating shockwaves that directly shake the brain.
He has resistance to precog and technique mimicry while being able to instantly snatch said heavenly acupunture techinque from an expert after seeing it once and thinking it was cool.
And that's not even getting to his god form feats, where he outskills beings who are extremely old martial artists with skill scaling chains far higher than the most skilled humans in his world.
The reason i put a (?) on his >> is because apparently he performs his greatest skill feats as Mori Dan, and i haven't read that part yet. (also been a long time since i last read it on general.)
He would also beat anyone on this list in a skill/technique only match and in terms of general skill feat and how difficult to achieve they would be.
(Continuing from my previous answer so i don't type up an unreadable wall)
Goku vs Garou is a bit tricky. Imo Garou wins in a skill/technique only match, while Goku wins in terms of pure skill feat discussion.
Martial arts in OPM are far more OP than in Dragon Ball. While in dragon ball they are more or less real world martial arts with some flashy skill feats sprinkled that's about it in practicity. OPM has stuff like redirecting all kinds of attacks/energy blasts/exposions stronger than the user, returning attacks back 2 fold, drastically amping themselves with breathing techniques(Dragon ball also has amps, but they require Ki manip techniques, like Kaioken) , body control that uses your effin heartbeats to create powerful shockwaves that bypass attack reflection. Creating sharp bladed wind shockwaves that travel pretty much instantly by hand motions and joint rotation, and that's not getting on pure dura neg stuff like Fa Jin and RASRF.

But... if we go purely by their skill feats and how hard they are to master in verse. We have a young Goku using a precary version of the kamehameha from seeing his master use it once, said master gets freaked out, since this technique requires like a hundred years to master for a guy like himself. Meanwhile, WSRSF is a very impressive martial art, being the world's strongest defensive/counter based martial arts created by who's arguably the greatest martial artist to have ever lived, but apparently it's something that can be taught and learned at least on a basic level by anyone who's willing to put in effort. Sure, we never see another disciple reach Garou or Bang's level, but Orochi manages to copy it instantly without any problem. Meanwhile even after practicing for years Garou can't quite catch up to Bang until reaching his monster form. (you can say however that his technique mimicry and learning have gotten much better after he becomes a monster.)
Other than that Garou has a pretty good skill chain of beating other superhumanly skilled martial masters. (Wich is a problem in OPM, since a lot of the people Garou fights that isn't Bang really don't have that many skill feats, as OPM is not as nearly martial arts focused as the OG DB and GoH.) More experience. (He's legit old enough to be Garou's father.) Can learn techniques that people have been trying to learn for billions of years (like Ultra instinct.) has Analytical prediction bordering on precog that lets him predict teleportation on people comparable to him in skill and speed, and eventually Hit's time skipping (wich coouuldd be argued as him reacting to infinite speed if that wasn't beyond ridiculous). and likely much more, since i'm not really that qualified to talk about Goku. If i had to gauge their techniques it would be

Garou wins in Reactive evolution(Grew as much as he did on the span of a few days.) and technical mastery(learned more martials and even came up with a few of his own) while Goku wins in analytical precog(way better than Manga Garou, close fight but still wins vs webcomic), Instinctive reactions (Through ultra instinct, while Garou can fight while sleeping at the cost of muscle cordination ultra instinct has much better direct dodging feats),Experience (is much older and fought a more diverse array of martial artists and versatile enemies) and difficulty of techniques learned(while nowhere near as effective, he learned some stuff no other guy like him could in eras).
Technique mimicry is a toss up, Garou can learn, but there's a limit to how much he can master a technique just by copying. Goku can copy stuff but it's not really that much in character or used as effectively, but he has snatched some really hard to master stuff.
Might guy has impressive stuff like fighting Sharingan users with godly precog and analytical prediction, being undisputedly one of the greatest taijutsu masters, nominated by a legend like Madara who can take endless waves of fodder ninja (who still go through an absurd amount of training, since being a ninja is like the only career option in the ninja village) in taijutsu alone. He kinda falls flat to the rest in terms of how effective his techniques are and how hard to master they are. He also lacks in other skill feats like growth speed (since he already starts more or less close to his peak.), Fancy techniques( no real dura neg and 8 gates are kinda hard to properly measure when compared to properly explained techniques like in Baki or muh billion years to master ki control technique in dragonball) and general stuff like analytical precog and instinctive reactions. (He does get some amazing choreography tho, he can also wield nunchakus, wich is cool.)
Goddamn, thanks for noting this down, I finished Naruto recently and briefly knew the skill feats of everyone there except Mori so I wanted to see them stacked up against each other so thanks alot
 
Seems like no one is as swift to recalc the feat as they were when the previous feat was done.

I also said Planetary Saitama won’t age well, but I doubt that will be changed any sooner
 
By the way, why was only Platinum's AP increased through multiplications? The lifting must also be multiplied, and not just AP. Even assuming that one cell can only lift 100 kilos, Platinum's strength would be trillions of tons to lift.
