Many of what you listed Goku has already shown to be able to do them at them between the ages of 12 - 15 and some by the age of 18 except for the subconscious creating of techniques...

Garou is literally 18, and started martial arts at around the same age.
You can't say "except for the subconscious creating of techniques" when that's a major part. That is one of the major things that puts Garou leagues above Goku.

Yes and i'm saying the skills Garou has shown at his current age, Goku has shown them too between the ages of 12-18 and we're pitching Garou's skills against a 44 year old Goku.
No it doesn't put Garou leagues above Goku i'm just saying that Goku hasn't done it... and Goku fighting and stalemating cell who is a culmination of Goku himself, his rivals, enemies and allies and possessing all their skills and abilities and techniques, Learning and mastering the kioken even more than king kai could possibly hope for, Inventing the Dragon fist among other things is just as impressive tho there is a feat that Goku did similar to what you said but it's in DBS and i would rather not mention it

It's not at all. Creating a technique =/= subconsciously creating a technique from 1 martial art you've trained in and another martial art that you just copied, and executing it much better than 2 separate master world-class genius martial artists each using 1 half of the martial arts and still struggling to perform the technique that they spent years creating

Again this isn't nearly as impressive as Goku copying the kamehameha technique which took Roshi 50 years to grasp and then improving, mastering and using it in ways the inventor Roshi can't even dream of... Your whole "subconscious" point you keep spewing is highly likely that it's due to the monsterification effect

Bomb 50 years ago was still a master of the WCIF. He has been just mastering the style even further, but Garou, who learned the WCIF from a glanced, mastered it further than Bomb could even fathom was possible just seconds after doing it his second time.

in dragonball you need martial arts to harness ki.... anyone and everyone that uses ki in dragonball is a martial artist or knows martial arts

When has Goku ever performed, copied and improved techniques when he was unconscious, much less with ease? It's also not wanked when it literally happened.

Goku lost conciousness then his body instinctively used the spirit bomb as a trigger to break it's limits and learn ultra instinct which is even more impressive technique than anything garou has copied.
