After sitting on it a bit I think this is an improvement.
I doubt the series is ending, especially since God isn't physically present- he needs to physically possess Garou to do some damage instead of physically manifesting himself. You'll notice that his feet are only visible in some panels and not in others.
I hope Garou didn't even know he was accepting God's offer. On the positive side we see the s-class gathered now and we're getting a properly evil Garou, Garou giving up and sitting down at a table is gone which I'm happy about. I won't lie about being incredibly hyped for the scale we might get
Flashy Flash, Amai, Zombieman, Metal Bat, TTM all seem to be in fighting condition. Flashy Flash being on his feet is surprising honestly.

My brother's in christ, if a 7-B character, (Psykos) can be amped by God to High 6-A; then a 6-A or High 6-A Garou being amped further by God is probably gonna get some cosmic or stellar tier shit. Even more so if they add back the earth bulge page.

The interesting thing about this chapter is also how Garou sees Saitama, he looks like he was being bullied and gets mad, maybe he saw that alone he wouldn't be able to overcome this ''injustice'' and so, he accepted the thing.
