In most panels there is a visible barrier, some others it doesn't, it's a tricky topic, but I rather go by Fubuki's example since it's the closest we got to esper physicals powers in OPM

Given future events in the Psychic Sisters Arc, I have to say Tatsumaki definitely can increase her strength and durability to levels on par with her psychic powers.
But she's definitely some normal human (albeit with an unconscious barrier) without telekinetic amplification. She even chides Psykos for that reason.

Also, the OPM and MP100 systems are clearly different. You don't see anyone using 100% sadness or anger, delving into metaphysical psychic dimensions, or exorcizing spirits.
