That wouldn’t work for multiple reasons. Namely, it’s equal stats, so his smashes wouldn’t be damaging them, since it’s just 1 punch. Equal stats is very epic.

Secondly, Twice needs time to measure the proportions of someone in order to clone them. It also takes time to make clones.

Thirdly, the Deku’s would be killing themselves due to how Twice’s quirk works.

They would damage them, just wouldn't one shot. and considering he can throw countless punches at times it would help

Measuring Deku wouldn't take as long as you'd think, and considering everyone else is practically going to war he'd have the time to do that.
It doesn't take him long to make clones. He made enough to cover several city blocks in a small period of time.

That's including civilians for both sides but OPM has a distinct advantage.
