Slightly leaning towards Scourge since Marisa's biggest advantage (danmaku) likely won't be very effective, and Scourge has a huge mobility advantage outside on top of that.

At the moment I’m leaning towards Scourge outfighting her his mobility (and he can amp his speed with the Figure-Eight Peel-Out). Though maybe the Touhou scaling chain is larger then his.

Honestly as it stands now I'm neutral, there's no clear winner here.

he presumably has the powers that Sonic possesses naturally though (without counting chaos energy stuff because fate hax and the one billionth power ring aura is not included in his pack).

How do we even quantify that though? His profile just says "Has presumably other Sonic abilities", which tells me absolutely nothing. I cannot look at that and go "yeah okay this is exactly what Scourge needs to win".

Speed won't be much of a game changing here (IMO) since Danmaku is all about forcing your opponent to follow the pattern of your Danmaku. But since no Spellcard Rules, Marisa is gonna send out the killing version of Danmaku where she's gonna overwhelm Scourge with Danmaku all over the place.

Since Marisa won't be following spell card rules, nothing's stopping her from making her danmaku home in on Scourge as well. Not to mention- she can use her mini-hakkero to increase the heat of her spells, making them even hotter, so not only can she overwhelm him with a ridiculous amount of projectiles that follow him, but also make them very hot to the touch.

Though, if Scourge does have all of the abilities of base Archie Sonic, then he not only stomps Marisa but straight up everyone in the tournament because of fate-hax-that-affects-type-4-acausals shenanigans.

I don't think he has it. Though Scourge was shown to still exist after the Super Genesis Wave, he appeared on a cover.

Nah, Sonic's fate hax is granted from a ridiculous amount of mastery over chaos energy and he was directly blessed by cosmic entities.
This is not related to Scourge because he is an entire different case.
