Well I think the speed portion is worth it’s own thread tbh
Since we are very lacking in speed calcs it would change the whole verse

Things like the Black out and whatever other AP calculations along with Domain size can be done in one thread concisely

Tengen can wait honestly

Btw more minor AP related thing
Your Hanami wood Calc should be using 0.1 seconds or 0.08 seconds for the High end rather than 0.2
Since Yuji and Todo are obviously far above peak humans
That should put that Calc higher into 7-C
Also Mahito has a 7-C Calc you did I think so those could re upgrade the verse into tier 7

Basically, Master Tengen says that Kenjaku created the current "Chaos" via his cursed energy, and only didn't spread chaos of curseds throughout the Japan because Kenjaku lacked cursed energy. Later it is proven that Tangen is referring the "Chaos" to the blackout when he compares Kenjaku's feat to what he can do if Kenjaku uses Tengen's body (Saying that everyone on the world will be affected).
Everything I said is accepted, but we don't accept it as a legitimate feat because it was considered a chain reaction via Kenjaku needing to destroy the barriers. But in fact, the barriers have nothing to do with the blackout.

Considering that Kenjaku could never beat a six eyes (I believe this was stated) , Gojo, Sukuna and Yuuta should scale to it. If the statement doesn't exist then just kenjaku since we don't know how he changes from body to body if he gets stronger or not.

Barriers are only illusions and portals, it makes no sense to consider the blackout a chain reaction via the Tangen barriers. The reason Kenjaku created the blackout was to cause the chaos of the curses and get his plan finished quickly

The context seems fair with the evidence you have provided (If it’s an emp) but I must ask why a month as the timeframe?

We have no clue how long it’s been since Shibuya we just know that Millions of people have already evacuated Tokyo
Leaving it as a dead zone
Evacuation as a whole is complicated when it comes to estimating timeframes
But looking over mass evacuations in the 21st century 2 or 3 weeks seems fair for it

Apparently it took around 36 hours for the Indian City of Odisha to evacuate 975 000 people as an example

Still an assumption but an assumption with more basis behind it
Just go with 2-3 weeks as our lowball until the Black out actually ends

But remember that some people still remain

Technology has improved a lot since that Indian evacuation since that happened in 1999 by a less efficient country

Emergency evacuations can get fast
People evacuated 2.5 million people from Hurricane Mathew in less than 2 days iirc
 
I see the Kanjis "亜音速" which translates to subsonic. Would be surprising if the official translation disagrees with the fan and machine translations.

Don't think City Block is ridiculous. Hanami has some of the best durability stats in the verse, but it is not so high that it is impossible for Grade 2 students to damage him with their better attacks.

Can I get a citation that Mai's rubber bullets have a velocity of 400 m/s? From what I've read, rubber-coated bullets either have low velocity or they are not not aerodynamic and are meant to rapidly lose velocity before impact.

Chaos = 10 million Cursed Spirits attacking people and causing destruction. Tokyo losing electricity is a side effect.
There is no evidence that Kenjaku did anything analogous to an EMP, or that he is using his Cursed Energy to block the distribution of energy 24/7 for an entire month.
Also, there is a fundamental misunderstanding of what Tengen said. Kenjaku released 10 million Cursed Spirits he have been stockpiling throughout the centuries to cause chaos and escape. Kenjaku's goal is to mass-evolve humans in Japan into Sorcerers, but this will result in a massive wave of Negative Energy throughout the planet, and cause hordes of Cursed Spirits to show up everywhere, causing death and destruction via. Cursed Spirits rampaging similar to what happened in Tokyo.

This is the main reason I’m still somewhat iffy on said blackout

There is also the possibility that everyone evacuating could’ve cut the power
No one would be running power stations anymore therefore the lights would be off in mere hours
Surprisingly no one has brought up this being a possibility

The low end is still fair
Despite the strategy he still moves relative to Piercing blood no amount of pure timing alone would allow that to happen and we saw he didn’t move before it got close
So it’s legit.

Yeah that would’ve been painful with all the Supersonic calcs coming out
I also feel breaking the sound barrier is kinda weird
Since he already already surpassed Subsonic speeds the next level is Transonic/Supersonic so it seems like his acceleration was slowing down a bit?
So if terminal velocity was at play there that’s really cool
