Might Guy has better martial arts, better experience, better skills. He is ready to kill if necessary while All Might not.

Prime All Might is far stronger then 850 megatons in his weakened form.

I don't know for sure, I just looked on Guy profile then to Kisame then to Version 2 Killer Bee who is said to be above Kirin which is calculated to 600 Megatons. I don't know how much he's above it but it should by a large margin as he one shot him with Daytime Tiger.
It would have been cool to have his yield and not go through other profiles to see it.

Speed enhancments don't matter in speed equalized debates. Also, no one quantified how strong 7th gate gai is. It would be falacious since the only reasons given were faulty. All might can spam the battlefield with his shockwaves, which will annihilate a pain intolerant gai. Gais pain tolerance is very low and his susceptibility to pain increased multiplicitively. Gai has minutes in his form where all might has weeks-months worth of stamina. All might just outlasts relatively easily. Also, gai hit a very, very weakened kisame and caught him offguard after his sharkbomb was ineffective.

Neither of those are demonstrable. All might is the number 1 hero in terms of combat, where they train even in high education. Gai trains his body to hit harder and be faster. There isn't evidence that he actually has a martial art. As for the daytime tiger, i already debunked why its weaker than All Might, as the tiger hit a very weak kisame after using his shark bomb and was off guard.Zaratthustra said:

5 were for speed enhancements fra. He can't get speed enhancements if he starts in 7th gate. All might, however, gets a 5x speed boost because no civilians are around. Read chapter 172 i believe where he only moves around at 1/5 speed because he causes typhoons. All might speed blitzes and one shots.Zaratthustra said:

If you say that there is no evidence of martial art for Guy then I don't even want to continue to talk and you say All Might has. It's not like Guy's Strong Fist is a martial art or that he a master of taijutsu, not like he is also a master of Nunchaku.

All Might isn't getting a speed buff when it canonically comes from him holding back the whole time.
As for the scaling for Gai, what was said above (and is apparently on the profiles) is definitely wrong. I just went and watched/read the fights in both the anime/manga and 7G Gai didnt one shot base Kisame as he could still fight and was planning on doing so. Kisame also isn't scaling from V2 Bee as not only did he manage to block the hit with an amped Samehada, this also further weakened the Lariat by reducing Bee to V1 and Kisame was still gonna die if not for his sword regening him. Bee one shots, Gai doesn't.
