Well, Obito can do a lot more, but very little of it matters.
Assuming it's the rinnegan one, image and all, he obviously has AP. Tough, that isn't the biggest advantage here. Same goes for the tailed beasts here.
His elemental manip, from katon to mokuton is useless unless he breaks through Seeker's space, at which point any ability would do.
Chakra receivers won't be any more effective than Han's powernull.
Flame formation is useless, since seeker can get out of the forcefield with far too much ease.
Now, onto things that actually matter:
Sharingan:
Precog: Useful, but not overly so. Seeker has no muscles and such to predict, but his Spatial Manip should still be possible to see coming.
Power Mimicry: Useless, not only would he need to perform yin release but the spatial bubble actually makes most powers like that useless. He certainly cannot just copy his space manip either.
Genjutsu: Is a literal mechanical puppet controlled from another dimension, kinda doubt that it will work.
Izanagi is nice, though really costly since he only has two eyes, neither of which he should give up in this fight.
For the rinnegan, it is mostly useless. Human path implies he's at an arms reach, in which case he one-shots regardless. Blasting with kinetic energy is a no, and trying to attract him should not work any better than voodoo magic, so there goes deva path. Animals really don't change much here. Petra gets he's hand warped before he could absorb stuff. Being a robot won't help either.
So, the real reason Ricsi liked this so much.
Kamui: Hooo boy is this hard to understand. As far as I can imagine, kamui would allow to pass through the space until intangible, but warp him away the moment he comes back to his the dimension. That comes with the problem that he would be warped away, and thus be ineffective.
There is also the problem that Seeker would likely understand his intangibility the moment he sees it, and could counter it with his own spatial manipulation.
So, because of that I'll vote inconclusive, because Seeker isn't hitting Obito, and despite the fact that seeker can regen stamina faster than he'd use it, Obito can just leave the tailed beasts to ragdoll him while he takes a nap. So neither defeats the other.
