I've listed those off before earlier in this thread, I know. Although I would think there can be potential outliers like Nekomata not reacting to a tranq dart fired past her, in those situations I can presume one can think she was just surprised at the act being done (the context being she had a hostage to hold up, yet the hostage being shot at is what made her shocked) but idk.i think both are fair to be considered. like for example, characters like ellen in game are shown able to react to and deflect gunfire, which is something she's also been shown to do in cutscenes, and characters like grace are also seen dodging machine gun fire both in game and in cutscenes. for the most part gameplay of characters seems pretty consistent with what they're capable of in lore/cutscenes, and i think casual bullet dodging + the ability to break stuff like small walls and crates serves as a baseline. then you can use more impressive feats from lore/cutscenes to go from there
That said, it wouldn't at all be surprising if everyone can deflect and/or react to bullets if the intent is there and so far, it's made pretty clear at least with Soldier 11 deflecting bullets in her gameplay, Agent story and character animation teaser, Anby was implied to be her superior or at least at least someone she trained alongside with, the Grace thing you mentioned and while this isn't quite to the extent, we do see Qingyu deflect crossbow bolts during 2.5 story and I THINK she also deflects bullets too in gameplay so i imagine she has just as much the reflexes to do the same to bullets.
Adding the machine things Naito mentioned and the ZZZ cast is pretty solid for 9-A and supersonic by the looks of it, and we can still be looking for better and higher feats down the line...maybe ^^;
