Well I'd like to ask where it was confirmed that Yukari did the Boundary stuff on the fish?

How else would it be there? It had no other appearances. And there's also the same issue with Maribel taking other things from just her dreams.

Someone fished out a fish and use it? I don't think you can use that as a proof when there is no, well, proof that she did it. Not like it really matters since she do reality/fiction things outside of it.

That's the avatar of a god of some sort. And not something talked about I believe so it's not something that could just be fished. Don't recall it popping anywhere else so the only other method it could've popped up is by Yukari. But yeah then again that's moot considering the other things she does.

And beside, someone that could pop out that fish and do it repeated time with such force is few in number anyway.
