Divine edict, which is a conceptual level soul manip and powernull that force her target to obey her commands like stop or many other conceptual level gravity and spatial manip
Also her soul resistance is stacked too

How does she activate this "Divine edict"? like what's the conditions needed to activate it, the speed of the activated and what "type" of activation is it, thought-based or action-based?

That, i dunno..., the one who's more knowledgable bout powerscaling is the one who made this match but i think it should be enough? Since those with soul shell can block Divine Edict's effect which is superior to the previous artifact that can also block Divine Edict

All of Yukio's stuff requires him to press buttons on his wrist to activate any of his abilities, which is slower then speaking.
Yukio also doesn't have Reiatsu Crush despite having Reiatsu given how Fullbringers fight, they don't exert their Reiatsu like Shinigami or Hollows but rather manipulate the Reishi within matter to manipulate said matter, similar to that of Quincies. (who also don't have Reiatsu Crush despite having Reiatsu)
Basically this is a stomp for Yue.

Divine Edict as 21 said is word based, she basically talk 'In the name of Yue [Insert Command]' and done, the ability work by using ancient magic (which is law and conceptual hax along with various other haxs depending of the type of ancient magic, in this case Divine Edict is done with spirit magic which control every immaterial aspect of a being) to imprint the will of the user in the world and souls of others. In the after stories is basically her starting move, another of her moves is thought based TP/BFR (though the BFR she seem to use it more in not combat situations), her other magics (including other types of ancient magics like evolution magic/info manip, gravity magic, spatial magic, spirit magic, restoration magic/time manip and metamorphosis magic/biological manip) also are thought based though in the case of her "signature" moves she tend to say their name.
Around 15 or a bit more layers of law and concept based soul manip resistance, the potency of her own soul hax also have those layers.
