I would say Incon, Killer Queen can one shot Frisk, but Frisk could one shot Kira (not to mention Frisk's determination could have them keep coming back, unless Bites za Dusto can counter it)

Then I think I'll write my opinion fast and short.
Frisk can't kill Kira, Kira's invisible stand and KQ abilities are able to one shot Frisk. But Frisk can just come back and reverse time.
If KQ would use bite the dust, this would be litteraly an infinite loop of Frisk insta dying, reverse time, insta dying, reverse time...

So yeah, inconclusive.
