Will Goku surpass Whis in the upcoming Dragon Ball Super film?

After this movie, a new Dragon Ball anime will come out called Dragon Ball Heroes, and in every series final, Goku always becomes the strongest fighter in his universe. Example of that would be EoDB Goku > All of DB. EoZ Goku > All of DBZ. EoGT Goku > All of DBGT. So will he become stronger than Whis?

That's not remotely true.

In Z he was surpassed by Gohan, Gotenks, Buu and Vegito. He wasn't close to being the strongest, and he was still surpassed by the Angels, Grand Priest and Zen-Oh in Super.

Not Gotenks
 
Goku SS3 fought Buutenks (Super Buu + Gotenks) although was getting overpowered.

He also wasn't worried about Buccolo (Super Buu + Piccolo)

So that's a hint

Unless he uses the Dragon Balls to somehow fight Gogeta and Vegito

I'm actually surprised he hasn't attempted anything like that yet
 
We don't really know how Super is going to tie itself into the end of Z yet. However we know in Z's original run, before Super was ever a thing, that Goku wasn't the strongest fighter in the universe. And of course it isn't certain, but I think Goku will stay weaker than Whis even when Super reaches end of Z.

That's anime filler. If we're going by that then Yamcha >>> Super Perfect Cell.
 
I think it's going to be a while before Goku is on Whis or other angels levels. And for all we know, the 4 Universes that hadn't taken part in the Tournament of Power could have characters who are much stronger than Jiren for all we know. And yeah, Ultimate Gohan was officially stated to be the strongest Non-fused character in the end of DBZ.

But according to the anime SS3 Gotenks>= Super Buu (based on their even fight)

And SS3 Goku>=Kid Buu>Super Buu

EoZ Goku = Strongest mortal in the universe (intended EoZ was after the 10 year time-skip) > All of Z

EoS Goku = Strongest mortal in the multiverse (currently, at least)

EoGT Goku = Strongest being in the verse. (There are no higher gods in GT) > All of GT

As you can see, GT Goku >>>>>>>>>>>>>>>>>>>>>>>> DBS Goku

DBS Goku is not stronger than all of DBS, he is the sh*ttiest

There is also the fact that it took a spirit bomb powered by Gohan and others to beat kid Buu. And he was able to briefly push it back. And Gohan > Super Buu

I am just playing devil's advocate.

Base Goku is universal level in DBS. All of GT verse is range from Multi-Solar System to Multi-Galaxy level. So I don't know what you are talking about. Base DBS Goku > All of GT.

Isn't Dragon Ball Kai canon to the manga? There isn't any fillers in that anime except for the dub version which adds filler episode. And yeah Super Saiyan 3 Goku did manage to barely hold his own against Buutenks. So Goku is stronger than Gotenks and Gohan.
 
To be fair, a lot of Dragon Ball fans don't actually one Goku to surpass the god tiers; or not too soon at least. Goku knowing characters stronger than him exist is the primary thing that motivates him to get stronger and stronger. If Goku surpasses Zeno, we'll either have to introduce a character stronger than Zeno or end the series. But the fact that Goku has yet to reach Whis or other angels levels shows that's there's plenty of room for expansion and improvement.

And yes, GT Goku is at a higher tier compared to their own respective universes, but that's because DBS is a far superior verse in general. Goku not being the god tier is actually a good thing considering it means there's always going to be room form him to improve in power.

The original manga is superior to the anime.

When a scene only happens in the anime, and everything in the manga contradicts it, then the scene's irrelevant. Or on second thought let's just have Yamcha >>> Super Perfect Cell.

Goku < Gotenks < Gohan.

No. The dub never added filler scenes as they were present in the original version and dubbed alongside the series, these inclused the Ginyu possessing Bulma body episode, the Anime version of hell with the villains seeing Goku vs Kid Buu and etc.
