Why is Viral 7-A in his 2nd key?

Why is Enki, Enkidu, and Enkidudu 7-A when they matched pre-timeskip Gurren Lagann, when Gurren and Lagann first fused they were 7-B, as it was piloted by Kamina, Viral was even capable of matching Pre-Timeskip Gurren Lagann piloted by Simon, Viral's scaling is pretty messed up and there's no justification on his profile

What's the justification for 7-A Viral?

I suppose there isn't a justification? Also, shouldn't they all have keys, I remember that Enki pretty much got trashed by Gurren Lagann (Kamina), but I remember the other forms capable of fighting Gurren Lagann (Pre-Timeskip) (Simon), then again, it's been about a year since I've last watched TTGL
