Murata said that based off of what ONE told him. In the same line of conversation, he said this:

Right before saying this, he said that he wouldn't know one part of his abilities without asking ONE. This shows that either Murata asked ONE before, or ONE told Murata himself how fast Geryuganshoop is.

To clarify what ONE said, he is saying Murata is the author of the manga chapters that get redrawn (like Orochi vs Saitama or Phoenix Man vs Child), not that Murata is the author of the manga.

That doesn't mean he's superior to Tatsumaki in AP. You're taking things out of context. He's merely saying that Geryu can throw things at faster speed because he can remove friction. Hence him being better than Tats in ability, but not AP. In fact, the text implies Tats > Geryu
