What are the criteria to define statements such as "likely" and "possibly"?

Why Wonder Woman's attack potency is classified in the same level as Superman, but characters such as Tyrant are classificed as "likely solar system level", even though he faced and defeated at least two characters with solar system level attack potency (Silver Surfer and Beta Ray Bill)?
