I have to disagree with reasoning on the thread.

Accelerator has optimized his calculations to allow his Redirection to stop literally every form of Esper ability in Academy City, of which electricity manipulation is obviously a thing. His barrier is opt-in, not opt-out. Trying to move his own bio-electricity against his own will is a fruitless endeavor and it's not nearly as complicated as rewiring someone's brain.

Electricity is expressed in the form of the movement of electrons, which is obviously a vector.
