No. Armament haki touches the true body of the logia user link. Under that mucus there was no body to hit.

No matter what you said. Current Ussop with Sea Stone still curbstomp Chapter Eneru.. Aramament Haki has nothing to do with Sea Stone.
Sea Stone still owns any Logia. Fact Eneru body didnt go through Metal Bell so his Lightning Element still have weakness against Usopp Hammer.

AOE can't be dodged by usopp

This is only Reaction Speed
At least Massively Hypersonic+ (Tagged Caesar with seastone cuffs, should also be superior to Nami in reactions due to being the most skilled sniper of the group)

This is how fast usopp can move
At least Massively Hypersonic (Intercepted a Gomu-Gomu no Bazooka from Luffy) (combat speed I think)
 
This is Enel
Massively Hypersonic normally (Parried attacks from Zoro, and could dodge attacks from Luffy), Massively Hypersonic+ when travelling via Lightning Dispersion (Uses lightning in many of his attacks)

"tagged" is not reaction speed. You're taking the speed from ENIES LOBBY USOPP.

Current Usopp is MHS+ in combat and reaction speed, nearing Sub-Rel.

And again, Enel's only hope is Raigou, as almost all other attacks are perfectly dodgable even for Skypiea Usopp.

It seem You dont know anything about those Stats.

Your trying to use Zoro Stats from different Arc. Each Arc the character become stronger..

That's combat speed. He managed to tag Caesar mid travel with his aim.

Btw, Usopp is faster in combat speed anyway?

Current Usopp is far beyond Enies Lobby Usopp, who can intercept a Bazooka, like you said.

That's literally how it's laid out in the profile itself, Enel only has MHS speed by himself.
Current Usopp has a MHS+ speed rating, not specifically for any atribute, already scales above a faster Usopp physically, and has knowledge of Enel's Attacks.
