Also, if we're giving Enel the benefit of the doubt that he is incapable of inhaling shit (Even though I remember Logias being able to be affected by gas, but don't quote me on that), then why can't we assume Usopp has rubber in his arsenal?
He had it Pré TS, so why wouldn't he have it now?

Knowing what he is going to do isn't enough to null the advantage, plus, Enel can't hurt Usopp anyway. Usopp will still be able to dodge direct attacks.

When he gets attacked and it phases through, his Logia Intangibility naturally activates in that area, the rest of his body is still not electricity, and therefore does not have Inorganic Physiology. Again, didn't Smoker have to dodge Caesar's gas so he wouldn't get fricked?

Raigo takes an ungodly amount of time to make. That's not an argument.
And while Skypiea Usopp is probably not dodging a Mamaragan, I see NO reasons to why Current Usopp, who is dozen of times faster, wouldn't. It's literally a rain of lightning, the spacing between each lightning strike is quite large, Usopp would only have to dodge the ones that happen to fall on him.

Wrong even when crocodile had a body Luffy's attacks passed right through him and also Enel has self substance type 1 Ceasar gas is different from Ussop's it can hold affect things physically
