Luffy's second gear speed blitzed Bluno who has observation haki... Post timeskip Usopp ain't even close to this speed.... Barely even base luffyBtw, I know I just said no one was going to add anything substantial.

That's not the point. Usopp is still FAR faster than Enel in combat and reaction speed, it'd lead to the same result as the scan.

Why would Usopp win? Back then even if Enel was in Lightning Form. Luffy without gears could defeat him with Metal.
As we know One Piece have this Weakness via Element.

Again you dont read.. It was Law ability "Space Room" that only manage to hit Trebol. Luffy using Haki and could not hit Trebol not because His main body or what so ever. When Law attack Trebol "before Space room" he was curbstomping law. so without space room no matter what Haki Luffy used, it would be useless. The Space Room of Law counter Logia user alot, even someone like Smoker.
