A. There can only be so many Tomes in so many places at once, and by the time they start to specifically use Tomes against the Swarmlords major damage will most likely have already been done.
B. The Tyranids would adapt to this tactic rather quickly, with new Tyranid biomorphs specialising in long rang heavy-weapons to snipe the Tomes and/or using Zoanthropes to snipe Tomes with psykic powers. (Not to mention they already have long range weapon biomorphs, most of which have 6-C or above level weaponry)
Whether they could simply create more Tomes or not, I am unaware of.

Homeworld has never mass replicated their superweapons, Tomes or White Lights with replicator wands in-character, plus, if the replicator wand is destroyed then all the copies will cease to exist.
Please note: I am not discounting the very likely possibility of the Gem Empire mass producing White Light weapons by making more of them the 'normal' (I.E making them however they normally make them) way, the Gems do have a massive military-industrial complex after all. Same with the Warships, they can make more with whatever resources they have + make ships more designed to kill Tyranids currently rather than magicing more of them in with replicator wands.

Which is exactly why they'd start make more Swarmlords, a single Swarmlord would kill an extreme amount of White Light's and still not be hurt, many different Swarmlords operating at the same time in the same theatre of war would take any amount of White Lights the Gem Empire throws at them.
I doubt they could deploy enough White Lights to cover the multitude of planets the Tyranids will be invading at once, and on the ones they can't they'd be forced to use their normal military forces (hand ships, gem warriors, etc.) which get clapped by basically any large Tyranid force. Harmony Cores probably won't be effective, considering that most Tyranids are already puppets of the Hive Mind with basically no conciousness of their own. I don't know the specifics of how a Sapphire's future-vision works so I can't say whether the SITW will be able to affect it or not.
I am not saying this will be an easy fight for the Tyranids, this will be an extremely close arms race type battle, but one that I think the Tyranids will eventually win
