Based on this calc, we know that the Hell Train has a weight of 148 Trillion KG, which is 148x baseline Class T
But the thing is that some characters were able to stop a train with that amount of weight, so I propose the following for these characters and their scaling:
This guy effortlessly stopped the Hell Train at full speed, and which characters does it affect? Well, every High Ranker or characters comparable or stronger than Dorian should scale. Which means every character with AP as "At least Island, likely Small Country level" and higher would be affected and would scale directly to the full weight of the Hell Train
After the Hell Train moved again at the same speed after it was break free from Dorian Mucus, three Rankers with their combined efforts were able to stop the Train, which means 49.5 Trillion KG for each of them individually, and which characters does it affect? Every Ranker or character comparable or stronger than these three Rankers individually should scale. Which means every character with AP as "Likely Island" and higher would be affected and would scale directly to the 1/3rd of the Hell Train weight
We have some characters that are stronger than the combined efforts of two Rankers, which means they would scale to be superior to 99 Trillion KG, and which characters does it affect? Every Ranker or character comparable or stronger two Rankers combined should scale. Which means every character with AP as "Island level" and higher would be affected and would scale directly to more than the 2/3rd of the Hell Train weight
Also, during the Nest Arc, it took the combined efforts of both Karaka and S3 TSM Baam (both scale to 148 Trillion KG) to physically stop one punch of a casual restrained EoB Kallavan with extreme difficulty, and which characters it affect? Every character with AP as "Likely Country level" and higher would be affected and would scale to be superior to 297 Trillion KG
