Since they seem to resist EE that affects NEP Type 2s and can interact with Type 2s themselves then I'll put them at first.

Yes. If accepted, everyone would jump to a higher tier (the 1Cs to High 1Bs becomes 1A, the 1As become High 1As, and Auau may get a 0 key).
