Touhou has so many MFTL+ 6-Cs with Low-Godly and some offensive hax. It certainly takes it.

Because this is not tbe characters, but verses overall. Just becuase a character from a verse is listed as the strongest of their tier doesn't really mesn said verse rules the tier. It is characters overall, what verses rul the tiers.

As an example of what Dragon said, White Face might be one of the strongest 2-Cs, but there is like, 3 2-C characters in the verse. Not really something that "rules" 2-C.

Does Castlevania have that much 2-Cs though? Even then, afaik most Belmonts aren't that strong and only Dracula is a true OP beast.

Also, Lisa does not have the strongest 9-B by far, but it does have an insane amount of 9-Bs. Just look at this Civilization page to see all the 9-Bs who have yet to have a profile (and those who already do)
