Rules!​

• If the character has 2 keys within Tier 5, please choose the one with more Haxes.
• If an ability is repeated or named Enhanced/Greater, it will only be counted once, unless it is for different uses.
• Only the characters with the highest amount of hax are taken.
• Each tier has 7 spaces to fill, only 2 characters are allowed per verse.
• If a verse has characters with the same amount of abilities, the verse will be taken and put as "characters of []".
• If 2 characters of different verses have the same amount of abilities, they will be placed together.

When it comes to pure abilities, for H5-A there are characters like Anos, Xue Ying, and Wang Ling. And I would say it's probably in that order as well. Anos as #1, Xue Ying following, and Wang Ling in third.

Edit: You can also consider Kang Han Soo's Alter Ego and Kang Han Soo as well, with Kang Han Soo in first, and his alter ego following second.
