Warhammer may also be Low 5-B. A lot of people scale to this (baseline Daemon Prince/Greater Daemon level), and it includes such monstrosities as the Culexus Assassin.

Except that most fiction have exactly as much Tier 10s as us. Remember that most verses are based on the real world. Having the Real World be the best in anything when most verses are the real world but better makes no sense.

It only takes one 9-C above CH for this verse to take the best 9-C spot away from the Real World, which isn't that hard to do.

Keep in mind the large amount of fiction based on japan and other such countries that do not have access to nuclear weapons and the like. IRL as a whole has 7-B weaponry available to a tier 10/9 populace (albeit a very small sample). CH's intelligence combined with the rest of the world is also kinda ridiculous.
