They're allowed, but if a character can't bisect another character and have it do any lasting anything then it creates a tournament-stomping force.

It was an exaggeration. KR character make opponent explodes once the enemies accumulated enough damage, usually during the enemies death or after a finisher.
Think less of it as a dura neg and more of an odd form of Anti-Mid Regen
