Yes, it does. Low-Godly can't be overcome by AP period. Doesn't matter if your 10-A and the other guy's Low 1-C.

I am unsure if Death, Discord, and Altair should stay on the list, they are WAY slower than Goku, but they are abstracts of Concepts, so Goku can't really harm them (Plus all of the 3 can still kill goku when they eventually react)

Besides that, if we are going by speed unequalized, here is who should be removed:

Bill Cipher, Joker, and Frisk. Goku blitzes and can use his keysword on all of them before they react

HOWEVER, Mario should be a solid stomp for Mario now, Mario blitzes hard. Luigi should also be added since he also blitzes Goku and has the same win condition as mario
