The difference in Attack potency is
Maschenny: 66.9 Megatons
Theresia: 23.59 Megatons

Theresia is the more skilled between the two, so she can read and predict most of Maschenny moves.
She also have her blessing, which you know what It can do
And her the most acrobatic of the two, so she can dodge the fire on the Library they in, and resist heat

Maschenny have the range advantage because of AoE attacks
She can Summon a shield to block Theresia strikes
She have Danmaku and Homing attacks so she can almost certanly hit Theresia, but she don't use often
Not really In-character, but she could also use her Pain Manipulation and Minor matter Manipulation to stop Theresia from moving
Because she have the better Lifting strenght, she can disarm Theresia off her sword, and put away on her Inventory
She have big enough stamina to last, even against Theresia blessing
Electricity is a problem

Starting distance is 10m apart so it wont be hard for Theresia to turn it into her advantage + she has advanced skills of all weapons not just the sword

IA + Instinctive action + AP + perception manipulation that is used specifically to dodge undodgable attacks is probably enough to take care of the danmaku and manage to get a hit in.

Theresia scales above old wilhelm who could slow his perception down to dodge attacks he wouldn't be able to dodge normally
These attacks are nowhere as bad as strikes from someone as skilled as Wilhelm or Theresia
Theresia also outskills everybody in every weaponry meaning she would see the exact wèakness of her weapon and probably be able to easily end the fight with a couple of attacks due to her blessing weaknesing her as well.
She could also spam sword slashes from a distance tbh
