If that is easy, but well the site determine abilities via feats, statements not scaling (excluding unique situation) so yeah others have no feat so they don't get it, and also the DBS cast only get Likely NPI, not a solid one

I hope they could but they wouldn't because you know the RULES ,it's like the case where goku doesn't have resistance to mind hax even though vegeta is resistant.
