Ok but can he create 629 fully and successfully functioning organisms that serve an enormously wide variety of purposes including but not limited to bending the laws of reality and are even capable of destroying the universe through making time and space collapse in on themselves?

Meh, I would rather put IM from High 6-A to High 5-A, this versions of him are far more experienced and intelligent that his past forms, having varies insane feats such as overriding the High Evolutionary's tech.
 
I would say Allied Mastercomputer is a good contender for Doom's spot to be honest. It's an amalgamation of 3 supercomputers that were each designed to be smarter than all of humanity and to predict every single possible outcome of every single possible situation.

  • Precognitive and Psychic Awareness powers that allow him to perceive the far future, distant past, and what is occuring light-years away
  • Was sentient and aware of his own being when he was only a conceptual possibility.
 
I would probably say the Downstreamers otherwise, seeing as they became Omniscient through the process of their own evolution and technological improvement, rather than being born with it.

If Magnus is being included should probably add Perturabo as well since he's basically just the technology based version of Magnus anyway.

When he was literally seconds old he could speak the language of the planet he landed on, was proficient in combat, could look at an object to determine it's material properties and was a master of mathematics, psychology, philosophy and engineering. He basically learned every skill he was ever going to learn at his birth.
 
It's not really explained if I remember correctly. He had no memory of anything and as far as he was concerned his life started on that cliff he was hanging onto.
