The smartest of every tier

I would also suggest L'Ln Plajiner for 10-B. Though she is a strange case as she herself has no page here, but her intelligence is described on the page of the Tangram as she is its user.

She is the one that created the Tangram, a 2-A reality control mech.

To that comes that she essentially is the incarnation of cutting edge technology in each universe.

In the main To Aru universe she is actually not a girl, but instead her incarnation is the entirety of Academy City. If one now considers that Academy City has superscientists in every field of research (Including esper powers and technically even magic) that says a lot about her intelligence.
 
Scrooge McDuck might be a contender for 9-A. He's not smart in the technological, scientist kinda way, but he's incredibly wise, experienced, savvy and has many talents and skills in various fields such as farming, leadership, archaeology, fighting, etc.

In his own words, he made his riches by being "tougher than the tougies, and smarter than the smarties".

Also in Disney duck stuff, I believe Gyro Gearloose has made a few Tier 2 machines but I'm not sure what his base tier is.

For High 8-C, in terms of sheer technological achievements, maybe Heinz Doofenshmirtz
 
Soul of Cinder for high 4C, due to its nature as an amalgamation of lords of cinder which includes the protagonists from DS1 and 2 it acts similarly to combined human, not to mention at least one lord of cinder is a literal army.
 
Thinking John Constantine for 9-C and Randall Flagg for 8-C.

I touched a bit on Constantine's intelligence here, but to sum him up, he's effectively considered the most dangerous and cunning human in DC/Vertigo. He's broken into the Batcave (twice), run rings around numerous other intelligent characters (including Batman himself), defeated characters several leagues more powerful than him with his own wit, tricked The Spectre, and even blackmailed The Presence.

Flagg is similarly gifted intellectually. He's brought down kingdoms with nothing but long-running subterfuge, is heavily implied to have set up the chain of events that led to the apocalypse in The Stand, cheated a prince out of his rightful place on the throne after poisoning his father, and wrote numerous speeches that started full-scale riots. He has an almost encyclopedic knowledge of poisons and magic, legitimately understands the nature of existence and its many layers (he's the one who explained the Dark Tower's structure to Roland), and is one of the only people left who knows how to operate all of the tech The Old Ones left behind.

EDIT: There's also Magnus for 8-C. He was supposedly one of the most brilliant magicians to have ever lived in the SPN-verse, which is saying something.
 
Kisuke Urahara (especially if one believes he is superior to Mayuri Kurotsuchi) might, for now, be a contender for 7-A. Albeit magical technology is pretty hard to rank.
 
Mami Tomoe for 6-C? If we are talking about intelligence combat wise (Skills, adaptability, reading the opponent), there are exactly 4 people in the verse who are smarter than her.

Three are nigh-omniscient (Madoka, Homura, UKG) and the other one (AoC) has Mami's intelligence + that of other people.

Some feats include:

Outsmarting someone (Homura Akemi) who had roughly 12 years of knowledge of Mami and all her powers to the point of knowing them better than Mami herself (Mami has a year or two of experience, knowledge was via time loops).

While holding back, beats an opponent (Kyoko Sakura) who is faster than people who are far faster than people who are far faster than people who are on par with Mami speed wise.

Over the course of a single fight, learns Kirika Kure's power set, develops a counter for it, and uses Kirika's own time slow against her, all while trying not to kill her because she needs informations. Also, Kirika herself acknowledge that Mami is in a league of her own when it comes to skill after being beaten.

She is one of the three people on the planet who isn't immediately killed by AoC (A casual AoC speedblitzed Kyoko)

Beats a clone of herself who is massively stronger and faster than her, who had a Kyoko clone with her (also far superior to the original), as well as time stop.

Making a functioning clone, guns and a train only using ribbons (Note that she actually needs to know how they function in order to make them work. She can't simply say "I want a body double" and it appears)

Well, Kyubey made a contraption made to capture a Nigh-omnipresent conceptual being. Essentially mastered magic as a form of science and manipulated all of the human civilization and several other alien civilizations for countless millennia.

Pretty sure they takes 10-C.
 
Comparing all of the intelligence of combined humanity to High Evolutionary is like saying double the intelligence of combined humanity is comparable to that of one of Marvel's abstracts, like High Evolutionary was compared to. He also seems to have actual better intelligence feats than Brainiac, as I'm not seeing many on his page. Also, Superman (Pre-Crisis) for 3-A.

And Kars is superior to Santana and likely Joseph.
