Without GER or Tusk Act 4 gonna go with jotaro because of star platinums time stop.
As for the bonus imo:

Not sure about the match itself. Leaning towards prime Jotaro.

It's best to remove Jotaro's timestop, seeing as that will allow him to effectivley stomp all his other familly members.
Bonus
1 = Joseph Joestar (Very charming and charismatic character, I could definately tell Araki had fun whilst writing out his lines. Seeing him as a old man was also extremely entertaining, he retains his charming personality but also adds in a sort of a scrooge personality with the whole "I hate Japan!" stuff)
2 = Josuke (Very close to number 1, Seeing his relationship with Joseph was done quite well and had some heartwarming moments. He also showed how charismatic he could be while also showing that he could switch his calm and playful personality into having the rage of a bull.)
3 = Jotaro Kujo (Was by far the most badass JoJo in the series for me, his stoic personality may seem boring to people but it was explored very well in part 6 and how it affected his daughter)
4 = Jolyne Kujo (Also a badass like her father, she was definately a comedic character and had me fully laughing in response to the many "questionable" things she says)
5 = Jonathan Joestar (Despite his lack of screentime I really liked Jonathan's character alot, maybe it was because we saw how grew as a boy to the hamon warrior we know and love.)
6 = Giorno Giovanna (The scans do not do justice for Gio here, I felt part 5's side characters were much more memorable than Giorno was. Outside of his overpowered stand of course xD)
I have not fully read part 7 yet, so I can't make a good call on how they would rank on the list.
Bonus

Lol just realized he asked for best jojo not best parts been doing too much school work today.As for best jojo's
1. Joseph- Very funny, charismatic and strategic,the only jojo to have actually led a full life(is that a spoiler meh whatever) and he is basically the prototype for every other jojo being badass and at the same time kind.
2. Josuke- He is basically joseph 2.0 well not really but he is pretty badass and seem like a d*** but he is actually a good guy just dont insult his hair.
3. Johnny- Badass, far better than his other counterpart imo and is a pretty likeable and relatable character. He is also a flawed character.
4. Jotaro- Was pretty badass, perhaps the most memorable jojo well of course because he has been in the most parts
5. Jolyne- Badass and funny female
6. Josuke- Decent so far need more chapters for part 8 to fully decided on him
7. Giorno- He was meh was outshinned by other characters in part 5 and he seemed too perfect a character
8. Jonathan- My least favorite jojo his perfect gentleman personality got a bit on my nerves(almost dropped jojo because i didnt like how perfect of a character he was glad i didnt cause joseph is a way better character.
