Also, in exophoria arc, there is some good hax like time manipulation, time manipulation negation, resurrection, curse manipulation, fate manipulation, soul manipulation, clairvoyance, spatial manipulation (Limited), partial invulnerability , energy absorption and more.

Okay, so back to this. There was an ability that I've forgotten that the gods of this verse can do. The gods can call upon a higher-order god (ex. Ishtar) to grant them permission to utilize their full potential. Most noticeably Ristarte had used this twice: the first to catch up to Seiya (which she failed to do), and the second to allow her to remove the effects of Valhalla's Gate from Seiya. That and Valkyrie used a Divine Order to BARELY survive Valhalla's Gate.

Also noticeable is that they can do this anywhere. The question lies in the fact that, well, is this something tied to the gods, or is this just some form of Power Bestowal that only higher-up gods like Ishtar can do?

In twisted geabrande arc, Valkyrie uses it AGAIN to use vallaha gate to attack Merceys, this time since ishta was killed, she took permission from the three supreme gods instead.
