Garou's composed of flesh, meaning he is still susceptible to swords. Zoro slices Garou in half, before he can grow faster and stronger. Zoro's limited durability and damage boost, allows him to cut through things he normally wouldn't be able to cut, except his enemy's inanimate body is made of materials tougher than sea stone or kuma's body.

Damage Boost (Through Goken he is capable of cutting people and objects he normally couldn't with his regular slices, such as Mr. 1's Iron) this will one shot Garou
Statistics Amplification (Via increasing the muscle mass of his arms to briefly enhance his strength and with Ausra which raises his attacking power)

FYI Genos also used a rocket boosted punch against Garou, which he was still able to dodge despite the significant increase in speed.
