Anyways, Arthas stomps. Way faster and has an Attack Potency, magic and stamina infinitely above The Chosen Undead, and even if he does become superior and outrank Arthas, Arthas can use his secret attack that killed all the heroes in the Icecrown Citadel raid instantly and stomp him.

It depends on how much time the chosen undead has to prepare. I know in his page on here he maxed out at tier 7 but from a lore standpoint he could theorectically keep absorbing souls and getting stronger forever. It doesn't happen often but every now and then somebody will get a Chosen Undead up to lvl 790 something before the game makes them stop leveling. By contrast you only have to be around level 70 to beat the game with relative ease.

Well, through gameplay that would be correct.

Through lore ( which is always used for battles, as far as I know )? Oh, Arthas full power could easily 1H Kill Thrall who was scaled at Multi-Continental some time ago through hurting Archimonde. Arthas is in the team of the big boys. Chosen Undead is Small City+ in his profile.

If we're bringing feats up, Arthas has steamrolled through dozens of WC characters who are around Thrall's level ( Kael'Thas, Uther, Illidan, Mal'Ganis and so on ) and even then, people like Murmur and Ragnaros are Planet level while Arthas could compare to their master who is Deathwing himself, LEAGUES AND LEAGUES above Murmur and Rag, so no contest here.

If we bring hacks and Arthas is fighting at his max, he uses Fury of Frostmourne who killed all the players of the Raid ( Oh yeah, gameplay, how bout that? ), who together, also managed to later defeat Deathwing, Garrosh, Gul'Dan, Archimonde and many other characters far above anything the Chosen Undead has fought.

Mismatch, Arthas 10/0. Seriously, Chosen Undead doesn't stand a chance. You'd have to equalize all stats and even then Arthas would still win due to FoFM.
