If he's in-character, he's not going to bother building an entire contraption that rips apart spacetime just for the sake of fighting a highschool girl. Chances are, he's going to spend his time building an invention that will be less likely to get him killed. Although in the hands of Doof, literally anything is capable of getting him killed.

Case-in-point: His Low 2-C rating in and of itself comes from an unintended side-effect of one of his machines malfunctioning. He doesn't intentionally build things that destroy universes. That's not his M.O.

Outside of bloodlust, you can't just negate a person's entire character for the sake of a matchup. And even if you could, what would be the point in that?

They're both glass cannons. He doesn't need anywhere near Low 2-C power to kill her.

She also has like no resistance to hax, which a bunch of the machines he's built specialize in.
