If I remember correctly, teleportation comes from 2 things. The Chicken Replace-Inator, which swaps it's target with the nearest or farthest chicken (which is highly impractical, so he likely won't go for it), and that one portal that he used to travel to different dimensions, which he couldn't even build without the help of Phineas and Ferb.
He still has probability manip which will make him have Supernatural Luck

Probability manip and supernatural luck came from another Inator (that I forgot the name of because it has been a bit since I watched Phineas and Ferb), so I'm not sure he'll even build it considering how many options he has. Also, in the very same episode he built this Inator, he said it himself that he has really bad luck.
well that makes it stronger since it should ignore his bad luck and still make him Supernatural Luck
