Ignoring that Doctor Manhattan completely speed stomps here, I'm actually going to look at their resistances and stuff.

Superman has resisted High 2-A Reaity Warping before (Mr. Mxy), though Manhattan is stronger than Mxy if anyone has a problem with me saying that Supes could most likely resist it, feel free to explain your reasonings.

Superman can bypass Manhattan's intangibility, I believe Manhattan could possibly do the same to him as well so. Superman also resists matter manipulation, however if he can resist someone like Doctor Manhattan I don't know, I'll just say that Superman could for now.

Manhattan seems to be way smarter than Superman, however, and could most likely figure out a way to defeat him which isn't hard since well, the large AP Gap.

However, Superman can't get past that Low-Godly Regenerationn, even if their stats were more even, I see Manhattan coming out on top.

I was under the impression that in VS threads, it's just a simple battle between the two in an "empty" universe. No other beings are involved.

Standard Battle Assumptions says all VS threads take place in Central Park, New York.

What I mean is "civilian lives" shouldn't be taken into account. The battlefied is devoid of any sentient life not participating in the battle.

Outside Influence: None. No characters of either verse, aside from those participating in the battle, may influence the outcome of the battle in any way. That means they may not join the fight, grant buffs, create shields, provide information etc. Exceptions are things like blessings, calling upon some higher entities power for a spell, summoning familiars to battle for them, having another character as equipment or more generally spoken the things which are listed on the profile as part of a characters own powers and abilities.

He could possibly destroy the metaverse in his fight with Superman. So not that OOC. Also he incapacitated the entire JL so that should work too.
