Even excluding Blast I find it doubtful. I think he can beat any individual S-Class aside from perhaps Tatsumaki but that topic was banned iirc so won't get into that, but I don't think it's realistic that he could beat all of them at once. At best, maybe a tie using CSRC.

He's popular because he was one of the only antagonists so far that actually had a degree of importance and somewhat impressed Saitama, on top of being the first character to tank a hit from Saitama. Also, saying Boros doesn't have a cool personality is some high-tier copium. He was a dignified warrior that had confidence but didn't view Saitama as some inferior lifeform, rather, a true opponent he could go all out against, and genuinely respected Saitama's power, unlike most other characters, including Monster's. The only other character who respects Saitama more than Boros did is Genos. And fans love it when Saitama actually gets respect from someone, because it's something he really deserves but doesn't get a lot of.
