Okay, yeah, actually, the 0.013 timeframe should be completely fine.
Garou was able to do hundreds if not thousands of attacks in that timeframe (which was given to us, not calculated), so using it as a reaction time is actually a very fair low-ball.
I still prefer the shockwaves though since that's just classic Murata speed stuff. Having explosions freeze while people are still moving.

High end is the clearest and uses what's on the panel to determine a speed.
Mid end is also relatively clear but I think people would take issue with using Platinum vs Garou time frame despite it making sense. I think the mid end could still work as Garou and Platinum canonically react and move hundreds of kilometers in 1.3 milliseconds many times over while still getting faster and Garou was able to completely blitz Platinum meaning he bypassed Platinum's synapse's speed. Garou already had multiple transformations and powers ups since blitzing PS so I would say using 1.3 milliseconds time frame is a more than fair low-ball for the Io feat personally.

Actually using the time in the first panel of the page above is an even better option. PS and Garou created the constellation in 1.3 milliseconds but they actually started creating the constellation at .1 milliseconds or 100 microseconds and are clearly shown moving and fighting in 100 microseconds meaning that’s the most accurate reaction speed low-end to use for CFM Garou.what if you did a end for garou´s peak reaction time in plat s fight, 1 millisecond

Manga had needless redraws, pointless filler and the story feels incoherent when compared to the webcomic of the same arc

The story of the manga is terrible. They straight up had zero development for any of the characters. Nothings even been brought up to counter garous ideology (if anything cement it at the end). Other than gaslighting him on being a hero a bunch.
Even when they had the opportunity to do something with saitama having everyone around him die they just decided to kill of his memories and make everything that happened pointless.
Idk about the webcomic writing if its anything special. The only saving grace for the manga is art.
